My Truck is a 95.5 Tacoma extra cab with v6, 4 wheel drive, and manual transmission.

My problem is the truck no longer goes into 4 wheel drive.

Light does not light up on dash when selector is put into 4 wheel high or low and more importantly no power is going to the front wheels.

Can someone give me steps to diagnose whether it is an electrical
problem, a transfer case problem, or if the hubs are shot?

i have the same problem, not sure the solution but if I switch the vacuum lines when I need 4wd on the valves explained in the above referenced article the 4wd once again works... when you pull the line off notice if you hear of feel vacuum? I've decided rather than spend time diagnosing the problem I'm going to switch to manual hubs shortly...

I have manual hubs. So I am guessing I dont have vacuum lines.

Do all tacomas use ADD?
I have manual hubs and t case is shifted from top via t case stickshift next to transmission stickshift.

One way to tell is get underneath and look.

And to check the compnents, lift the front tires off the ground. Lock and unlock the front hubs and see if the CV shafts turn with the wheels w/ hubs locked. Then try the front shaft, should turn free in 2H and not turn in 4H or 4L, assuming a directly shifted t-case.

I did, but did not figure vacuum lines were on diff.
I will give it another shot.
