Do the 3rd Gens have daytime running lights?
If so what year did the start?

Yes. DRL's started in 2000.

On my 99, I can leave the lights on all the time and they will shut off when I turn off the engine... I guess that makes them "switchable" running lights since I can turn mine off.

My 98 had/has DRLs, but it was imported from Canada and that may be why.

If you dont have DRL's or fogs you can do what I did. Wire up a fog kit to a switch on your dash and use them as your drl's. I have yet to see another vehicle set up this way on the street, and I think it looks pretty cool. The bulbs are 100 watts and are plenty bright for daytime DRL use. They can be on with no other lights and go off automatically with the key if you forget to flip the switch. See my pic.

I'm not sure on when DRL's started. I have a '97 and it doesn't have them. My Dad's '00 had DRL's.
Sidenote: to disengage/disable them there is a small metal box on the drivers fender pretty close to the battery, and if the wires are unplugged the DRL's should be disabled.

Rob I looked for the metal box to disengage the DRL's on my 01 runner. Could not find this box next to the battery. I do however know of a plastic DRL switch/box under to the right of the steering column. Does anybody know if unplugged this will disable them?

I dont use PIAA lights anymore becasue the DRL wore them out too quickly to run them. Got way too expensive. I would like to use them again.

My dad has DRL's on his 2000 and he has told me if you start the car with the emergency break up then it will disengage them. I have not tested it out but he swore it works.

The e-brake thing doesn't work on my '01. This has a copy of the Toyota TSB about disabling the daytime running lights.

It does the same thing. When you start the engine, it will check the brake to see whether it's on or off. If on, the light will not be turned on. If off, the light will be turned on, (and would not turn off if you pull up the brake after starting the engine).
