Getting the Wheeling Fever

About a month ago I replaced both inner and outer wheel bearings on my 93 Rodeo. While working on it this past weekend I noticed there is movement again when I pull in and out on my tire. How am I supposed to measure the preload and what do I use? When I installed the new ones I just guessed when I tightened the nut with two punches.

I usually do by feel... but if you want, buy a fish scale (hanging type spring scale). loop this on one of the lugs and measure the force it takes to turn the wheel.
