My engine (22R) has been racing when I stop to idle for a while now on and off. ('87 Toyota Pickup) It happened when I pulled in front of my garage today coming home from work, so I took the cap off and the throttle plate was full open. That's not supposed to happen, right? What do I do? If I tap the gas it will usually go back down to regular idle until the next time I come to a stop. If I rev the engine up a couple times it usually helps a little for it not to happen again, but also give a few pops out the exhaust as I'm doing it. Come to think of it, it usually gives a small pop as I'm shifting when the engine's cold too.

I would check for a kinked cable or similar problem, also try some sort of lube on the butterfly shaft. Basically to me your problem sound like dirt etc somewhere in the linkage, or even check to make sure your peddle isn't hanging up on the carpet or peddle pivot needing some lube.

I don't think the cable is jamming... I can be coasting to a stop in 2nd or 3rd gear, and then when I put the clutch in and brake to actually stop, the rpms shoot way up. As for the butterfly, today when I looked at it I poked it with my finger to see if it would close up with a little help, and it just sprung back open every time I pushed it down.

Sounds like either your choke isn't working properly or the cold idle is too high.
If the cold idle is too high it can catch at inopertune times.

are you talking about the throttle plates or the choke plates? assuming your carb has a choke, you won't see the throttle plates unless you're looking down the barrel of the carb.

can you post some photos. that's a strange problem indeed. can you tell if it's stuck wide open, or just a little open? as the other guys say, this could be the cold idle cam/choke (if equipped) set incorrectly causing this.
tried carb cleaner and lube?
and if recently worked on, sometimes the throttle shaft nut if it's too tight can cause binding.
