4wd wont engage - vac line?

My buddies 2001 Tacoma, 5spd w/o push button wont engage in 4wd. When in 4wd the driveshaft wont turn by hand so the xfer case is fine.
The vacuum line coming off the add thingy on the front diff leads towards the driver's wheel, through a coupling, and up towards the top of the shock where it is disconnected. I can't find any plugs or loose lines within it's reach. Any idea where this line needs to go? I'm pretty sure thats why the 4wd won't engage.

Probably goes to the actuator up on the fender, if I recall the location correctly. I'm still learning my '99.
Check here in the FSM that's sticky'd for this year; should show the component location.
