for pickup trucks, it is 30" max to the bottom of the frame where the bumper attaches.
for SUV's it is 26" (IIRC, could be 24") to the bottom of the bumper.
for passenger cars it is 20" bumper height, which is what they list on that link.

Oregon also has a mudflap rule that they tend to enforce more often. Mudflaps must be as wide as the tire tread and show no more than 27" of tire height while facing the front and rear of vehicle. And the best part; Bumpers aren't a requirment in Oregon <img src="/forums/images/graemlins/kewl.gif" alt="" />
