Need a Spot
I had the same problem when I bought my 95 T100 3.4l. I bought another TB from the wreckers and it did the same. So played with them and figured out that there was air leaking in around the butterfly shaft. I took the nut off the end of the shaft and all the rest of the linkage and stuff . Then I got an oring that fit on the shaft and if I remember it kind of fit in a grove in the TB where the shaft enters. I put it together and it still has lots of spring and no bind and now I dont have a hi idle prob. I did this 2 yrs ago and not a problem since. I was thinking of sending my spare TB to Downey and they bore them 3mm for some extra jam . I wonder if they rebore the butterfly shaft hole because they need a new larger flapper???????????? I tried all the other stuff befor the oring fix as well. Ibought my truck with 360000km or 220000mi. Hope this helps.

Well after reading this post I too have the same problem !!!!!
I pulled my 97 T100 into my garage. Using a 12 mm wrench removed the nut on the end of the throttle body shaft. Removing the cable for the gas pedal and the cruise control, I had to (with a screw driver and very little pressure) pry off the cable bracket. The whole bracket came right off. Down to the hardware store for an O ring. Found an O ring that matched the hole in the cable bracket that I took with me. O ring fit snugg on the throttle body shaft. Everything went back together well, you just have to pay attention to spring and bracket stop line up. Now I have to say my T100
idles perfect just like new. by the way price to fix: 61 cents. Results: PRICELESS
(what would the dealer cost?)

Getting the Wheeling Fever
Great thread. If some of you are still having problems, the TPS as metioned can cause similar syptoms, usually weird starting/high idle and surging at about 2500-3000rpm when cruising in the freeway. If your TPS is the three wire style they are prone to failure more so than the four wire and may be worth replacing. Once replaced, remove your negative battery cable-sometimes for as long as 5 min.- to reset your computer so it's starts from scratch and doesn't use old stored info to run.

Good point about the TPS, but remember it is also adjustable. Check it first, it may just need adjustment-it requires a ohm meter. If it is bad, it's not just a "remove old one, bolt on new one" part. You have to do the proper set up and adjustment, again using the ohm meter.

If it's a three wire TPS is is just bolt on and go-no adjustment is possible. Not all four wires are adjustable either, but yes if the mount holes are slotted you need to use an ohm meter to set. Was that redundant enough

Checking the TPS was my first place to look. I replaced my TPS with one from NAPA. When I was at NAPA, I opened the new part box to match it up. Low and behold the new part was from Toyota. Clerk said NAPA buys some parts from the manufacture and puts them in their own box. The new one did not make a difference. Thanks guys for the info.
