There's been a nice, CLEAN red RS parked a couple blocks from my house. Sign says 150 miles on a rebuilt engine, then lists all the standard features of the RS. I think this is the same RS that was on the Denver CL a few weeks ago, that said this:

selling a 93 isuzu trooper 2 door loaded this truck has 50 miles on a ryan engine rebuild still under warranty. the truck will not pass emmissions, diagnosis says it needs a fuel pressure regulator the truck runs and looks great. come look at this one you wont be dissappointed

What are the chances that a simple fuel pressure regulator is the fix?

Well, on one hand fuel pressure regulators are a fairly common problem, but on the other hand I would think a fpr problem would only affect emissions at startup, not ongoing once the engine is running...beyond that, who can say without more information?
