I got my dad's 91 camry with 380,000 miles on it to pass by cleaning out the engine with seafoam. And on the next tank of gas I put in 93 octane gas instead of the usual 87. That might help, but I would definately put in the bottle of alcohol too, any octane boost should help the engine burn cleaner. My dads camry wasnt off as much as your 4runner but I thought it might help anyways.

Octane booster does NOTHING to reduce emissions... In fact, too high of an octane can actually increase emissions.
All an octane rating tell is the fuel's RESISTANCE to ignition. Too much resistance, and you will have an incomplete burn situation creating more HC.

You might want to check with enginbldr to see if he expects that cam to increase idle HC. Sometimes higher lift cams will do that. You've done most of what I'd suggest. I've never tried the magnets - who knows. . .
One other suggestion is to get the engine hot before going in for the test. A cold engine makes more HC. You want it fully warmed up - not just the coolant, you want the whole engine warm - a 20 minute drive at moderate RPM. If there is a line at the testing station, don't just let it idle, rev it up occasionally to keep things warm.

High HC means unburned fuel. A fuel mixture that is too lean will cause this. Your CO reading of 0.07 is pretty lean. Look for a vacuum leak, ESPECIALLY an EGR valve that isn't closing completely at idle as it's supposed to. Sometimes they'll get a little piece of carbon on the seat and stick open.

Thanks yota4runna, that is good info. And everyone else who chimed in.
No vacuum leak here. Most likely in my case it's a bad cat and a old Bosch O2 sensor.
...anyway the vehicle is running awesome and I'm getting great mileage, I went to another county to get a inspection sticker. I'm good till next year. <img src="/forums/images/graemlins/shiner.gif" alt="" />
