I have an 86 runner that starts fine but warms up at the same rpm all the way through and takes a long time.
My 89 pick up w half the miles
warms up at about 2200 then drops to about 1700 after a bit, then slows its way down to about 1000.
Takes about 1/4 the time of the runner

So what controls this
Is my 86 capable of this?

Are they both 22RE's? When's the last time you've given the system a good descaling and flush?

The early and late model 22REs have a different cold start/auxiliary air valve. On the early model, it is separate from the throttle body and on the later models, it is part of the TB. The late model air valve is supposed to work better and can be retrofitted to the earlier engine with an intake swap.

Removing cooling system deposits from the various temperature sensing parts. Basically, remove the part, clean and replace. Something like a wire brush, or vinegar or a bathrrom cleaner like CLR works well.
