I have searched for a tool that was made for this but can't fine one that fits. seems like a tool that would use the 4 bolts on the pully would be the answer, has anyone found and used a tool that works?

wow, I guess this is a stumper! well as an update I did get this apart, ended up making my own tool. maybe i should patent this thing! ill try to get some pictures up on here of what I made.

Flathead screw driver to "jam" between one of the screws and the fan clutch shaft (after loosening said screw of course) and a wrench always worked for me...
