Is the fuel pump pressure the same for a 86 22re and a 92 22RE ?

Yes, it should be. Not sure if the fuel pressure regulators are identical, but the pump can put out more pressure in any event, the FPR maintains it at the proper level based upon engine load.

I don't know what the spec is, but that's in the ballpark, yes.
