Don't know Thule in particular but if you can find a number on one of the lock cylinders, or the serial number of the rack, they might be able to send you a key. Otherwise, those locks shouldn't be difficult to pick for any competent locksmith. Just tell him if he gets it off he can have it. Failing that, careful removal with a cutoff wheel is a good option.

Leave them on. You never know when you might need to tote a surfboard to the beach.

Otherwise you can drill out the lock or sawzall below the lock.

Put two skate boards up there one on either side of the car so in case it ever gets knocked over you can still be rolling along..............

I was told by a retailer that they had a "Master Key" to all the locks and would be easy to get them off. I on the other hand went to Thule's website and ordered a pair of keys from the numbering on the outside of the lock. 2 keys + shipping was ~$10.50. All of the Locksmiths by me wanted to "Drill" them out. I told them to kiss my , I'll wait for the key.

Go to a rack shop and have them take them off. Buy a key from them and post them on craigslist for $75.00 obo. They will sell.

If you are using the bars the easy solution is to smash the locks off with a mini sledge. did that with Brendan's roof rack. Took me about 1 smash per lock.

What Michael said.

I've done it myself when buying used rack accessories that didn't come w/ a key. Not sure about Monterey but in the Bay Area the Sport Rack usually has keys or can order them.

Yeah, what Ray said.

Send me the number off the locks and I'll stop by the Sport Rack and get a key for you, that is, if they have one.
