Need a Spot

Ok ive got a 03 taco and my 4wd stopped working completely.
When i shift into 4wd it spins the front axle but dosnt put power to the front tires. The cv joints are fine. Could it be the E locker on the front. i pulled the plug on it and tested power and only one prong had 12v on it no matter where the shiter was. so i pulled off the locker on the side of the axle and shifted it into 4wd and nothin happend is that what controls locking the 4wd in? any help is much appreciated
