I have looked Hi and Lo and can't find my cheat sheet of torques nor can I find a thread here that states the proper torque for the drain and fill plugs.

The easy answer is "as little as necessary". Remember, you are only crushing an o-ring, not a copper washer or tightening a tapered pipe thread. Too tight and they will pull the threads out of the case.

The fill pug is pretty fragile. I destroyed the threads in the plug hole once on my late Rodeo. After that, I used a simple made-up plug - it was holding well. Use as little force for the fill plug as possible, just tighten it a little to keep the plug in place.
