Outside.
Start with a clean windshield and position the decal.
You can use masking tape across the top to hold it in position while you peel off the layer covering the adhesive.
Then, just smooth it down and peel off the top covering.

Thank you! I'll put it on my roof rack deflector as soon as the weather clears.
