As it turns out, my IACV was just fine, so was the newer one I purchased. The overbored LC throttle body has some serious leakage in it somewhere. I installed a non bored TB and my problems are gone.

Check that the throttle plate adequately seals up when the its closed. Even small amounts of light showing through will cause substantial air leakage and a higher idle.
