Vermont apparently does not issue titles for cars older than 15 years. So how does one get an old Vermont car Titled in PA? The last legal vermont owner may not even have a vermont title if the car was over 15 years old when purchased.

And what was Vermont thinking when they wrote their title law?

It is common in the Northeast to not have titles past 15 years.
I have not had my hands on the form yet but there is a form for use in transferring a car to a title state. The seller should be able to get his hands on the form for you.

Georgia's the same way. Last I did one, there's an affidavit that you get filled out by a local LEO. Then you took it to the DMV with a bill of sale. Paid the tag fee and left with a tag. Simple.
