Yeah thats what i made sure of both times when i replaced the entire tc set. Everywhere i read said that the tensioner bolts were only supposed to be torqued to 12 ft. lbs. bc if they were overtightened then it could cause the plunger in the tensioner to stick.

the startup rattle, i get it now and then, seems to be an OHC thing, valvetrain is teh last part to get oil. I had a scraping noise, was my A/C tensioner pulley bearing wore out. Pull your AC and P/S belts off, start it up and see if it still does it.
