Hello, does anyone know what the fuel pump flow rate should be for an 87 Raider?

It should be fairly easy to calculate. Assume a worst case of say, 5mpg at wot at 60mph, That's 1 gallon per minute.
Seriously, if the pump when manually activated blows your finger off the two outlets, and holds suction at the inlet, it's fine. If you can blow thru the filter in the flow direction, it's probably ok, too. If you can blow towards the tank and hear bubbles in the tank, the line is probably ok.tt

Cool! I have another question, the vacuum line that goes from the back area of the EGR valve to the device box ( not the line on top of the valve) is it supposed to have vacuum or blow air? Mine is blowing air and I have no power.

Start looking for a bad intake valve, seems to me. Only pressure the engine generates is during the compression strokes and after ignition of the AF mixture.

The diaphragm on the EGR valves opens to a vacuum signal. If, upon removal of the EGR valve, you run the engine, your finger should be sucked down on the hole, not blown off.
I've seen burned valves on engines with very low time after rebuilds. Your issue may be a valve that isn't seating, piston rings, valve seals...something that is designed to hold combustion pressure in the cylinder and is being overpowered.
Make sure the PCV valve is functioning, too.

If the egr valve is leaking internally, you can get exh pressured air out the vac connection. That's the only source of pressure I can think of.

I did some chart hunting, and that port goes to the exhaust pressure port and is used to close the vacuum regulating valve in the device box. It's supposed to have pressure...
