I have a belt squeal when it is cold and idling. I replaced all the belts so I assume it must be a sticking Tensioner Pulley. Is this possible? I also noticed the lights dim when it squeals.
If it is a pulley, can you get these outside of a dealer?
Any ideas would be appreciated?

Lights dimming indicates that your alternator pulley is responsible. Clean up that pulley with some sandpaper, get it rouged up really good. See if the problem goes away. If it does not, then the crank pulley. One of them is slipping.

But why would that cause it to squeal. The alternator is only a few months old.
I was thinking that tensioner was sticking causing the belt to spin slower. Is that possible?

If the alternator and its belt are pretty new, the belt most likely just needs tightened up a smidge. Common for the belt to stretch and need retightened a few weeks after installation. It's worse when it's cold - rubber not as grippy and there's a high load on the alternator as it's running full blast trying to charge up the battery after cold start. I wouldn't blame the tensioner pulley just yet.
