Poor choice of words. The one on the radiator I know. I forgot to say engine coolant drain plug. My manual says there is one, but I can't find it in any of the drawings. I'd like to drain it all so I can replace it all.

Hmm... I think I got a picture of it. Let me see if I can find it. ... ... ... I got it. 11 years ago I put yellow enamel on my 3.0L block. I just found that old picture. Let's see if I got this location right. Lower passenger side of block just above where the starter would typically be. Take a look at this image, it looks like a bolt protruding out of the block.
There are two drain plugs on the engine block. They sit pretty low on the block. Approximately three inches above the oil pan flange. Assuming you are talking about 3.0L of course.
Passenger side: just above the starter close to bell housing flange. Driver side: toward front just between the A/C bracket and engine mount.
In both cases, the look and feel like bolts protruding from the engine block.
The first picture is passenger side. You can easily see the drain plug. The second picture is the driver side, the drain plug is kind of hard to make out, it is being slightly obscured by the orange strap.
I don't believe I can get to the plugs. How about just changing the water in the radiator every day until it's clean? Or... taking out the thermostat and running the engine with a hose emptying in the radiator and the engine return hose disconnected? I use to do that on my Power Wagon.
