So it made it through the emissions test last Monday, still lacking power but close enough, but it failed.
3.5 out of 3 for hydrocarbons 25.18 out of 25 for carbon monoxide 2.72 out of 4.5 for oxides of nitrogen
Pretty good if you ask me for having a hollowed out cat. I was frustrated at first till i remembered that at like midnight that night. So at this point, i just need a good cat and muffler (cause i believe it to be clogged) and i should be good to go.

Cool, get that catalytic converter and muffler replaced and you should expect to pass with flying colors. At first, I was thinking it may be some fine tuning on your carburetor that would get you there, but once you mentioned the cat and muffler, I thought better of it.
You are almost there bro, good for you.

The oxides of nitrogen were so low cause when i put in 3 gallons of fresh gas, i also dropped in 32oz of 91% rubbing alcohol.
I've already talked to a shop ,and for a cat back type job including the cat, i need $350. Don't worry, I'm not going for a ricer type of exhaust. Told the guy I'm just looking for stock.

Stock, for sure. Keep the pipes small. Universal cat is like $78 at Auto Zone or O'Reilley's, and a Spanish-speaking muffler shop can get you everything else you need for less, Dude.
Jus' sayin'.

A good rule of thumb for exhaust system sizing is to go 1/4" larger than the stock diameter. Couple that with a low-restriction performance muffler and California-legal cat (the 49 state cats are almost all made in China and will only last a few years) and you'll have a system that will significantly outflow the factory system to gain a few HP on the top end but won't sacrifice your low end torque. This is a good place not to cheap out on components. Get it done with good parts and you can forget about it for the next 10 years.
