Getting the Wheeling Fever
So I'm on the hunt to find out why my idle starts revving so high then dies back down. Reading up on this it sounds like the IAC/ ISC could be to blame. Should I take this off and give it a good cleaning or just replace it entirely? Is this what's located underneath the throttle with a large black plug?

You will find the Factory Service Manual at Mitsubishilinks
The page is setup so you can donate to the host of the FSMs and help with his cost to keep them available.

The IAC is next to the throttle position sensor closer to the firewall.

Is your check engine light on? Do you get the erratic idle at startup or only after the engine warms up? Have you checked your coolant level?

I downloaded the manual and I'm still having troubles finding it. But yes my check engine light is comes on and off. And sometimes it's a bit difficult to start. It will act like its struggling to stay on and then suddenly rev itself pretty high

Guess I should have looked first. The IAC is under the air intake hose and yeah it has a large black plug. Has the two small coolant lines going to the intake next to it too.
Info on checking your engine codes is in the FSM along with testing methods for the IAC if you want to remove and test it as well.
Recently my idle was temporarily erratic when I was refilling my coolant after doing a system flush. That's why I asked if you checked your coolant level. If the temp sensor is getting bad readings it can effect the idle.

If you were having any trouble finding info in the FSM you downloaded its in the mpi-system file
