94 22RE CA emissions system issues - HELP!

Buddy has a 94 extracab 22re 5 speed truck. From the bext we can tell, it is a CA emissions vehicle.
Basic background: -He modified an 83 header to go on the truck, including the proper EGR ports. -Home brew FIPK with open element filter.
Ever since then, he seems to be getting a code 71, which seems to only be a CA emissions feature, but manuals we have are no help to get further diagnostic help on this.
What could cause this code to be pulled?
He is thinking the open air filter and header are to blame - something about screwing up erg temps that he computer is seeing as a fault... I told him he is nuts <img border="0" title="" alt="[Razz]" src="images/icons/tongue.gif" />
Can someone help? he is about ready to pull everything back off and put it all back to stock <img border="0" title="" alt="[Frown]" src="images/icons/frown.gif" />

Cali emissioned vehicles are equipped with a sensor on the EGR valves plumbing into the back of the intake plenum. A code 71 is triggered when this sensor isnt happy with the gases passing through it. He may very well have screwed things up with his home brew system. My fiance's 89' celica came from Cali and likes to give a code 71 every other day. Her problem is an exhuast leak though. Double check all the connections for airtight and that half the emissions crap hasnt been pulled off. Is the PAIR system still hooked up? Thats the reed valve thingy that pumps air into the exhuast through them tubes that bolt onto the stock manifold. He did not disconnect ANY sensors or EGR parts in the process.
From what he can gather - the code reads that there is low erg temp at egr activation <img border="0" title="" alt="[Confused]" src="images/icons/confused.gif" />
But everything is hooked up, and lie I said, he created the erg tube ports on the header like should be there.
Just baffling <img border="0" title="" alt="[Frown]" src="images/icons/frown.gif" />

the EGR's are always a problem, take it off, clean it up, check to see if it moves (the actuator valve) and as long as it's not jammed/stuck, then clean the throtle body, the airflow meter is next in line...if any questions just ask Stew

My '90 22re has a wire going to the EGR tube where it enters the intake manifold. If you unscrew it and pull it out it looks like it's a thermometer. Some non-CA cars and all earlier 22re's didn't have this. I imagine they put it there to set the engine light when the EGR is blocked. Maybe when you put on the header, it's flowing so well that enough exhaust isn't being pulled into the EGR area and heating this sensor? Or maybe the sensor is just broken or not wired correctly? ??

Heres a good shot of a 94'(might be 93') 22R-E that is Cali-equipped (Smog Nazied). Notice the sensor and wiring coming from the top of the plenum connection. That is what causes the code 71. Trouble shoot that and you should be good to go. Nice thing about having a Federal - Emissioned 88'....no chance of ever seeing a code 71! lol No exhaust related issues at all! <img src="http://www.longdog.freeuk.com/smilies/fart.gif" alt=" - " /> ~Darin <img src="http://www.saber.net/~monarch/egr1.jpg" alt=" - " />

We had located that temp sensor, but there is nothing in the manuals we have that covers HOW to troubleshoot that code or the sensors involved.

Based on what I just read about code 71's on the 22RE's, Jay could be right. Another thing to consider that cant be checked without pulling the EGR is if its stuck open, which is a very common problems on 22RE's. Everyone seems to think "it wont happen to me" for some reason though. But honest to gawd, probably 10% of idle problems and misfire problems can be traced back to the EGR Valve. Might be worth the little extra effort to pull it off and see if you can blow air through it without having vaccum applied. If any and I mean ANY gets through, its stuck open. Clean it out with Kerosene or brake cleaner unless you like spending all day wiping goo out of it. To make sure its not stuck in the closed position...apply vaccumm while the engine is idling. When he built the adapter for the air filter, he notched it out for what he says is a temp sensor located in the MAF? Anyway, he put the air intake assembly back to stock and re-set the computer to start eliminating one mod at a time from the system. I will report back in a day or so and let you know if we have it narrowed down to this.
