 Failed Emissions for high CO

I just had my 88 22RE emission tested and it passed HC although higher than two years ago and if Failed CO. The limit was 1.5 and it blew 3.9. Two years ago it was 0.01.
Having never failed emissions before, what do I need to look over to fix this. I am planning on putting new spark plugs in (needs this anyway), checking the timing, reseting the valves, looking the vac lines over, ect. Is there anything else to look at?

Might want to check the EGR also.. and, Ignition timing is critical.. had an old Subaru that I had to drill the carburetor jets to get it to run right... and it was close to the limit.. retarding the ignition timing helps the numbers.. if its running more static advance it will be closer to the limit..
Dealer told me even clean oil in it just before the test would help...

I had the same experience once. The oil has to be almost absolutely clean. Also, make sure you drive the vehicle for an extended period before you go to the garage to get inspected. The emissions equipment has to be up to temp. If you have to wait for your turn sit in your vehicle with it idling. If the catalytic converter cools down too much you'll not do well. Change your air filter and check the condition of your spark plugs. More than that and this may be an indication of unusual engine wear.

High fuel pressure or a leaking fuel injector. A plugged air filter. A saturated charcoal canister or bad purge valve. A heavy carbeurator float. Change the oil
clear out the egr thats proabably plugged. REal quick: cast iron peiece between head and back of intake. Find the small vacuum line coming off it vertically, almost under the UFO lokking part. Jam a coat hanger into this hole till it breaks through.
Drive the truck on the highway in the middle of the day, in fourth at about 65 for a good 10 min. Go straight to emissions, and you should be good. (get the cat hot)

Thanks Brian, I will check that out.
I am also going to put in new spark plug, since it needs them anyway. I changed the oil less than 1000 miles ago, do you think I need to change it again.
I did put a new catco free flow cat and new muffler about 6 months ago. I only drove it about 3 miles before the test.
