Need a Spot
Had to spend some $$ to find out where but the Turn Signal Flasher is actually located approximately behind the fuel gage. If you look upwards with your head laying on the brake pad, you should see 2 relays - the lower most one with a thin supporting brace hooked in the top is the turn signal flasher relay. It has 3 prongs, has the word 'flasher' printed on it and if original, will be part #81980. No need to take any of the dash apart to get at it.

The picture that JohnF submitted of a relay on my original posting was ID'd as an alarm relay by the good folks at Toyota parts. (I pulled the one off mine and took it in)

Anyway, I put the new flasher in, topped off the blinker fluid and the turn signals worked fine.
