1990 trooper steering column questions....

Hey i was wondering if someone on this board cold tell me if i am supposed to be able to turn the steering wheel without the key i can also shift the transmission without the keys, both of these things can be done with the ignition lock cylinder in the lock position. its a 1990 trooper 2.8v6 Auto.

I can't turn the wheel without the key in.

My 1990 Trooper steering wheel will NOT turn if the key is in lock, I can however shift.

I believe the steering wheel will rotate in the lock position if the key is still in the switch. Removing the key sets the lock on the column. Shifter locking came late on many imports.

would a bad ignition lock cylinder cause the steering wheel not to lock? I can remove the key in any position even while it is running, do you think this might be the problem?
