Hey guys, thanks for the response. Just to let everyone know, when they did work, the headlights had to be turned on. I can test for power where the bulbs are. If there's no juice there, then where do I look next? There's not a fusebox spot reserved solely for the fog lights. I figured they're tapped on to something else, but I'm not sure what. I have yet to pull the fog switch off the dash and look for a fuse there.

Since I have no idea where a fuse is located, I'd kill two birds with one stone and check power at the switch next. Maybe someone knows the fuse location.
Those fogs are probably run from a relay between the switch and the lights, so that's another suspect - but I'd sure want to check the fuse before tearing everything apart.

I had the same problem. Mine has a fuse between the switch and the lights. It is tucked in behind the dash with the rest of the wiring. I had to follow the line until I came to it. The only reason I found it was because I had exhausted every other possibility, so I was left with checking the wiring between the switch, fusebox and headlights. Mine also only work when the headlights are on and on low beams.

I pulled the fog switch. It's just a huge switch assembly. I wasn't sure how to disconnect it so I let it be. I didn't notice any fuse. I looked under the dash while tugging the switch. I located the wires running to a little Bosch plug. No fuse there. There was an inline fuse to a wire. That fuse was fine. I may have to try new bulbs first, then start line testing everything.
I may have a loose connection as the fogs did turn on or off at its own discretion (while leaving the switch constantly on).

Can you hear the relay clicking on/off when they turn on "at its own discretion"?
If not then the relay may be energizing properly and the break, loose wire, bad ground, etc. may be located between the lamp(s) and the relay.
On the other hand, I know jack about the factory fog lights...and most things in life really.

You might want to check for a bad ground ...Some of these lights ,especially if made of plastic need to be grounded ..

I don't know if you've done any front end work on your montero. However, there is a quick disconect about 1 to 1.5 feet up the wire from the lights. It might be worth checking to make certain that they're plugged in.
