Roll Me Over
I am far from a TOD expert. In fact I can barely spell it.

However, I will try to ask a clarifying question or two.

Are you saying that with the hubs unlocked that the front wheels are still driven, or are you saying that with the hubs unlocked that the front driveline is still engaged?

Did you recently install the hubs or has it always acted this way?

It sounds to me as though the system is working as designed. I do know that there are details somewhere of a modification that is needed to disable TOD. You might check at planetisuzu.com.

I assume you're meaning the TOD lights on the dashboard continue to stay lit after you've pressed the TOD button on dashboard.

I have no idea why your TOD will not disengage, but dId you engage TOD w/ hubs unlocked? If so, you've proabbly messed up the CPU. I'd lock hubs, disconnect battery for a few minutes. Reconnect battery and take for a spin. Hopefully, this operation will reset everything. I know it fixed my '01 when I did some "what happens w/ TOD if..." testing.

Thanks guys wareagle you are right. the 4 wheels are lite up all the time now. if I put the switch in the 2 wheel drive position and the hubs are locked I get power to the front wheels. when the hubs are unlocked there is still torque to the drive line but of course its not turning the wheels I will try the battery thing as you suggested. it may work. I will let you know

Do a search to verify but I think the fail safe position for the shift-on-the-fly (SOTF) unit is 4wd. For example if you lose vacuum to one of the SOTF solenoids on the front axle you stay in 4wd. You might check the SOTF unit for a broken or disconnected vacuum line. That or check the solenoids themselves. Again a search should pull up the details something like- +sotf +solenoids +vacuum. Be sure to add the +s.

Also check the wiring plugs that connect to the Tcase. I had them short together about a year ago and it caused me all kinds of problems.

If you donÆt have a vacuum leak then take the axel disconnect cover off and let it hang and have a look at its function. Turn the TOD on and off then turn the vehicle on and off. Make sure that the arm is moving back and forth properly. Also manually move the disconnect sleeve on the axel shafts back and forth. Make sure there is no binding, and the sleeve can move back on forth. You might have to turn (assuming that the rig is on jacks) the driver side tire to get the splines on the axel shaft to line up.

If the axel disconnect is working ok. Then have a look at the transfer case.

(edit) FYI post on TOD

also make sure the hubs are "locked" when you try to take it out of TOD. if its not the axel disconect can somtimes bind and not let the sleeve slide from one side to the other.
