Alright I got the Offy intake and Holley 390 mounted and fired it up and the motor took off to about 3000 rpm.
Looked online at the Holley web page to get info and can't find the carb. Its the 6299 version not the newer 8007 so I adjusted the fast idle down almost all the way and it slowed down to 2200 rpm and when I hold open the choke it falls on its face so after messing with the mix and idle setting still the same anyone have any ideas what I'm doing wrong here??

Dude you must get her hot! Ok? up to temprature? Then the choke should be off by itself! If it is not then find the problem with the choke!
If the choke does come off then AND ONLY THEN you adjust the idle and mixture screws. ANY adjustments must be done with the temprature at normal operating temps.
then tomorrow morning you should adjust the choke settings before starting the engine.
Prolly you have an electric heater for the choke...did you hook up 12V to it?

Dude I know that... I did let it warm up after I lowered the fast idle I mean come on you can't let an engine run at 3000rpm and wait to make adjustments. Yeah I hooked up the 12 volt supply to the choke.

If the choke is on one of it's steps that could be the problem... It may be on the opposite side of the carb from where you are playing!
And three grand will not hurt a thing! Let'r run.

That sounds like a vacuum leak. I'd propane check the manifold and the base of the carb.
