Don't know about Florida law, so not all the helpful, but being the internet I'll give you my unsolicited knowledge.

My previous truck was lifted and living in the great state of Virginia, I was thusly illegal. For Virginia the bumper was defined as what was supplied by the factory as a bumper. Ahh, on the old pre 1988 truck you could get a 2wd Toyota with out a bumper. So technically you could be illegal with a stock truck and a bumper, as the height of you body would be above the limit (think it was 30" or something, not sure on the height). Open to a lot of room for opinion by the officer and the court. So for the unsolicted advice:

Take the ticket, drive to your local state police office and ask one of the very nice officers to explain to you what constitutes a bumper, can it be dropped to accomodate a lift and other such questions.

Body Damage is Cool
From what I know states that have a lift regulation measure from one of three places depending how the code is written - the headlights, the bumper or the lowest part of the frame/unibody.

This link isn't so accurate, but it's a starting point. I'd find the actual Florida code to go by, but it lists a max 27" front, 30" rear bumper height on a 4501-7000 gvwr, which the T is 6000 iirc. It also lists a maximum 54" headlight height.

Now, the reliability of that link comes into question a) because I know for a fact that Alaska measures from the lowest point of the frame/unibody with differing heights per weight class, we don't require OEM bumpers but do require mudflaps, and b) because this link lists more weight classes for Florida with slightly different measurements than the truckworld link...but their Alaska info as incorrect as the first, but they do note the mudflap requirement and in no way reflects the actual Alaska Administrative Code.

I can't find anything, but I have to get back to work. I mined around a bit in your DMV, Highway Patrol and Traffic Laws pages. Looks like they want you to call FHP for stuff not listed, which lift laws seem to be (not listed). Good Luck! If it's any consolation, lifted guys get busted on the mudflaps law up here constantly.

edit- I just noticed the actual question what is a bumper to Florida law....

How do you figure that the definition of what's a bumper is going to help?

Florida vehicle law page
And quoting from that page:

Bumper Height Requirements
Owners of automobiles and pickup trucks are required to have both front and rear bumpers mounted within certain height levels. Height limitations are governed by the new shipping weight of the vehicle; not the modified or altered weight. The maximum allowable heights between the pavement and bottom of the front and rear bumper, as provided by Section 316.251, Florida Statutes, are:

Cars with a net weight of less than 2,500 pounds - 22 inches front and rear;
Cars 2,500 pounds or more but less than 3,500 pounds - 24 inches front and 26 inches rear;
Cars 3,500 pounds or more - 27 inches front; 29 inches rear;
Trucks under 2,000 - 24 inches front; 26 inches rear;
Trucks 2,000 pounds or more but less than 3,000 pounds - 27 inches front, and 29 inches rear;
Trucks 3,000 pounds or more but not more than 5,000 pounds - 28 inches front; 30 inches rear.
