Are you using Windows?
If so sorry, back when I was using Micro$oft products I had to use Adobe Photoshop to make an Avatar. By the time I was done I had several hundred bucks into software. Now I have given up on Windows and switched to Linux. It is free, and it does not get killed by viruses every other day. It has a program called the Gimp, which converted my photo to a 100X100 pixel avatar in two steps. No three steps, I had to crop the image too. Anyway I'm running Mepis. It was pretty easy to install, and it works very well.

You can get a free version or buy the licensed version of the Gimp from MajorGeeks.com

If I can't fix it, it ain't broke.

Any program I've seen that handles JPG will allow you to crop and resize a picture.

I keep an old copy of MS PhotoEditor around just for simple tasks, although I have SnagIt, PhotoShop of Visio. As said above, there's plenty of free programs as well. I've used so many I don't even remember the names any more.

A good spot to go for free (legal) software in all categories is http://sourceforge.net/
In this case, you can try the Multimedia section.

Using Photoshop (a professional grade photo/graphics manipulation program) to crop and resize a picture works, but it's like using a MOAB (Mother Of All Bombs--daisycutter) to kill a mosquito.
