I was going to utilize a hood scoop and build a boxed heat shield under the IC to allow for lesser temps and to drain water away from internal components when it rains. Or is this just a big waste of time?

For that amount of work you are far better off with the IC up front. During slow driving I have measured 180?+ underhood temps. The temps drop considerably with speed. The issue is once the IC is hot it takes allot of energy to cool them down, especially the bar & plate style. Any IC mounted above the engine gets baked when sitting or driving at legal speeds. I doubt you will be driving up at stupid speeds to cool a top mount down.
An SQ IC mounts forward of the radiator quite easily especially with a manual trans.

I wouldn't say it's a waste of time. It would certainly set your Monty apart from other SQ-equipped Montys, but not sure if it'll be worth the effort. If I were going that route, I'd look at a scoop a la Subaru STI, which shouldn't interfere with the outward vision from the driver's seat. Would you be able to mount the FMIC in the middle of the hood? Anything off-center wouldn't look right to me. And you'd have to seal it up pretty good, maybe building the heat shield so it would drain toward a particular corner, and just put a drainage tube there and run it to ground?

I'm sure it could be done, but mounting it up front, where it'll get LOTS of incoming cooler air, would still be the preferred position. I figured out a way to mount my FMIC, using some existing "holes" in the front frame and a piece of aluminum strap, for whenever I get around to installing my SQ turbo setup.

I also mounted the oil cooler behind the FMIC, cut the metal lines and used new oil-resistant rubber lines and double-clamped the ends. I'm using the SQ oil cooler now, and plugged the fittings for the oil sender unit and oil turbo feed line (used tapered british pipe thread plugs).

dont waste your money on new pistons if the old or good, unless you are going with forged. The stock are better than 99.9% of the aftermarket crap.

Thats a 16g you are talking abut not a 16a. I'd go with the evo3/big 16g if you are going to get one. Make sure you get the td05h wheel and a bored stock exhaust housing. It's a pretty fun turbo but it isnt very efficient at 12lbs. I'd bump it up to 14 or 15. They were designed to run around 18-24lbs. Might want to look at a 17c 19c or 14b also depending on what kind of power you are going for.

Get a better radiator, bsek, chrome and molly rings, throttle body rebuild kit with the throttle shaft seals. walbro gsl 392 fuel pump if you plan on pushing that turbo what so ever. The stock ones are not too bad but they ar epretty tired after 25 or so years. I hear mk2 supra fuel pumps flow real good and are external as well.

I havent tried this yet, but im pretty sure the second gen monteros should have a oil cooler that is a upgrade over the stock starion. Seem to be quite a bit taller than a starion. Might be worth checking into.

Yep Id run the 16g As well, That was a big improvment over stock and I could tell the power raised alot during wheen.
Here is some pic's of my install. U can re use your wastgate actuator and grind out your stock hot side of the stock turbo.

This is my temp set up tell the Subaru Impreza WRX scoop and I/C go in. It will be a top mount like the WRX.
I have all the parts an just need to fab up the I/C tubing <img src="/forums/images/graemlins/smile.gif" alt="" />
Look at the diffrence in compressor wheels.

No not yet I had a custom Body lift kit made by TOASTY. Im going to install that first Because I need to ajust for the diffrence in hight:) Plus the B/L will give me more room for the Intercooler and custom heat shield that will go under it. I will post a pic of the hood scoop it looks soooo good on it. The Radiator is an inch shorter but same in width which will not be a problem <img src="/forums/images/graemlins/smile.gif" alt="" />

I had to nip the lower section of the tanks to clear the steering box and idler arm bracket but with your BL yours may fit without mods.

Thats what im shooting for, Im going to make a u shaped 19 inch long saddle with two risers from the round cross member tube under the Radator. Then maybe some L shaped Brackets for the top. I guess ill cross that path when its in front of me. The upgrade should be really good for the trails.
I plan to use the stock cluch fan assembly which is new.
