That's definately a sign of a bad ECU. <img src="/forums/images/graemlins/lol.gif" alt="" /> You can replace the capacitors if you're handy with a soldering iron and printed circuits. Somewhere on the web there's an article on how-to for Mitsubishi products.

I would still check some of the basic stuff - IAC, TPS, coil and power transistor while you're waiting for whatever ECU solution you decide is appropriate.
