Each engine must be tuned first on the dyno for max power pulls, then interpolated on the road with a wide band oxygen sensor. It can be done with an integrating accelerometer like a gtech pro, but this requires repeated runs on probably public roads. level one mile ones is nice...

In short, there's no way to give you a short answer. Sorry. Tuning equals time and instruments and some way to change the eprom chip memory to modify the fuel maps and fuel trims.
