Unless you're an emissions purist, I'd just block it off and gut the cat.
87 is past cutoff here anyways, so it really is just personal preference.

It's 26 model years or older, I was thinking 20, so gutting the cat and removing the reed valve aren't legal options. That'll teach me to post at midnight...
