Getting the Wheeling Fever

I am trying to get my raider running and it is not starting. I am not getting fuel to the pump. The guy I bought it from said the carb is bad. I tested the vaccum on the fuel pump and it only pulls 4 lbs of vaccum. Is this the normal amount. I would like to get it running before i fork out the money on a weber. Any tricks that you guys know of to get it running if the carb is bad.
