You can't tell if the carb is really bad unless you get fuel to it, and you can't get fuel to it with a bad fuel pump. Replace the fuel pump, and the filter, and clean the pickup sock in the tank pickup (like 5 screws on a plate on the front of the tank), then tell us if the carb is bad. Check for a varnishy smell from the fuel in the tank, may well be bad if it's sat for a while.

Set the motor to tdc on #1 plug (pull the dist. cap to check if you are on 4 or 1 tdc) to replace the pump, as it eases the leverage on the pump lever to minimum.
