Never seen the spec, but I think yours is lower than I'd want. Test the output regulated pressure and the flow vs. time on the bypass output to really test the pump. THere are two output lines on the pump and one suction line. Find which is the suction by tracing to fuel filter or observing suction while cranking. The other two are outlets, one regulated pressure that goes to the carb, top front center to the fuel bowl, and you install a $15 hdw stove 15+psi pressure gauge on that one. The other one goes to the carb front dside low, to the fuel wells for the accel pump and aux accel pump, flushing fuel thru these and then overflowing to the fuel return to tank hose. You test fuel delivery per unit time on that hose. I'd get the battery charged up hot, and perform a 15 second fuel pump test while cranking. Remember you have a sparking starter and solenoid right below you while cranking, and have an extinguisher handy. Muliply your quantity pumped by 4 to get oz per minute, and you want around 2-3oz/min minimum, if I did the math in my head right, the equivalent of 2-4mpg.
