My experiance on adding a turbo in CA...

It took me a few weeks to round up parts and build the engine.

Two weeks to do the swap and get everything set up.

Getting smog legal was not that hard.

I had a reliable daily driver while I did the swap. This was my third turbo swap.

I had plenty of spare time, weekends and nights to do the work. Six to eight weeks start to finish while working a full time job.

Possible to build a turbo engine and bolt the carb on it. You can always add the turbo parts later.
