Something (or someone) has gotten ahold of that clear-coat. I'm around vehicles from the south and southern beaches all the time. I can't think of any place that gets a worse sun beating in summer than Augusta. That clear-coat damage is most likely the result of an overly aggressive numb-nut with a buffer. I've seen that happen a lot.
As to the seat, I'd guess someone who's 4'5" and heavy was getting in and out...frequently.
Figure $200 for the seat repair and at least $1,500 - 2,000 for a paint job.

We've got the strong sun plus heavy ozone here. Clear coats don't last well at all, especially mopar paint. I'd peg the driver at near 300lbs on that one, or it's a pizza delivery truck...

See that alot on cars out here. Rez cars are subjected to lot's of sun here. If they keep up on waxing, goodbye clear coat. My chevy has the same problem (90's chevy's clear coat all suck). Just gotta keep up on the waxing. You could keep a cheap paint job from Maaco, But if your going to keep it I wouldn't skimp on the paint job. If the shop knows what they are doing, you can get flake put in the base and clear coat. Gives a different kind of effect.

We don't have very strong sun here in Phoenix. (Where's the sarcastic font?)
I don't have a garage, and I drive around all day for work. Granted, my '95 is white, but it's all still there. I think Monte3 took pretty good care of it before I bought it two years ago, though. My black '87 and silver '86 haen't been so durable, shall we say.
On another point, I'd allow $500 to the seller if they could document either a very recent, dealer serviced timing belt/water pump/everything associated with it OR valve guide seal replacement. I'd go $750 extra for both. Just a thought.
