I found the same results when I had the DCC controller install on my Gen I.

I never seen or heard it run at full speed while it was installed, it always started very slowly and ramped up when needed. This could have been because I was running a three core radiator.

I did not have the light kit, but did install a switch so I could turn it on or off from the dash. Comes in handy when forging a water crossing.
