Getting the Wheeling Fever

Back story: My friend bought a 95 Monty and is having me fix it up. It's an LS with the 3.0L and automatic trans. I'm wondering what this little hydraulic cylinder thing is near the rear end. Looks like a clutch slave cylinder but it appears to have something to do with the brakes. The piston doesn't seem to do anything except push out and return with a spring. Also, the tach doesn't work. Any insight there?
