There are screws that hold those latches in the dash. They're underneath the latch (pull and hold it, you'll see) and screw in straight up (or upside down, if you will).

As for wiring, look for where other wires go through and stick a coat hanger (or similar) through the gooey stuff and thread your wire(s) through that hole. Or, make a new hole with a drill and silicone around the wire after it's in place.

I'm sure others will have better ideas, though.
