Getting the Wheeling Fever

I can't get my idle speed or timing set on my 89 V6 montero. I cleaned the throttle body and replaced the ICS and replaced the TPS. I double checked the TPS adjustment, fixed SAS, and accelerator cable.
The curb idle speed is now around 2k.
When I hooked up the timing light and the jumper cable on the timing adjustment terminal. When I turned the truck on the idle was 1k with the timing about 10 BTDC.
If I start the truck and it was idling at 1k I pulled the jumper cable off the timing adjustment terminal the curb idle speed will jump to 2k and stay there.
I checked the Air Temp sensor cause I was getting they code but it operated within specks. I checked the ECT just for kicks and it was good.
I am out of ideas. <img src="/forums/images/graemlins/confused.gif" alt="" />
About 6 months ago I had a crank /no spark/ no start issue and sent the ECU out for testing but is was fine. The issue then was a bad optical sensor.
