There's a 10 amp fuse in the slot where the 15 amp EFI fuse should be,what will this do/or cause?

At the most the smaller fuse would burn out sooner than the proper size one. But if it did not, that just says that the load on the circuit is not over the fuse rating.

One minor thing is that the smaller the fuse rating the higher the resistance of the fuse. However that is in the range of small fractions of an ohm, so not likely a big deal.
