I wonder if your fan switch was damaged coinsidently. Inside the fan switch there's a metal tab or something that can break (if I remember correctly) and can be glued back together. It's a metal tab held on by plastic rivets i think. Silly Kia design. I'm not a Kia fan.. I'm a mazda fan. lol. anyway. The problem cant be the resistor. If the blower motor is blowing full speed in every switch position 0,1,2,3,4; then the resistor isn't the problem. the resistor receives its power from the switch so.... if your switch is set to off.. then which is the resistor still receiving and passing along power to the fan? no, the switch is still sending power when it shouldn't.. pull apart your fan switch and fix it. pull the knob off (pressed on) I think they can be fixed without pulling the center console. i think.. lol it's been a while.
