Sure, makes sense. Guess I never thought about it that way before. Lots of factors at play of course- population densities, resources, infrastructure, per capita income, etc., etc.

A few years back it was said that New York city collects far more from the state than it brings in. Basically, all the others in NY foot the bill for the city's shortfall.
