Disconnect the fuel pump (and PCM) to see if that corrects the problem.

Next, starting from the fuel pump connection, follow the wire harness back and look for frayed/chaffed insulation. Pay close attention to places where the the harness goes near a sharp edge.

As the 30 amp fuse blows when you put it in drive, pay very close attention to the wire harness around the engine/transmission.

Also, you may have a wire harness problem within the steering column.
